According to my highly reliable source* this is the traditional Chinese greeting for their New Year! Apparently it means something like 'Congratulations and be prosperous'.
I imagine few if any people here observe this day, but I'll gladly take any excuse to wish everyone good luck and fortune for the year ahead!
