It's both... I've encountered this one before, yet I don't remember.
were it in danish the answer would be true as flase translates to 'falsk' which also means off key (I don't remember if false can mean that in English too). So saying it out loud off key would make it true. Yeah. I have a terrible sense of humour.

The thing is about the Liar's Paradox is that there are two solutions, but neither are actually correct while at the same time being correct.

It is neither true nor false. It simply is. What is Truth? Truth varies from person to person. Christians will say that God is real and that is their truth. But an Atheist will say God is not real and that is their truth. Truth without evidence is subjective. Falsehood without proof is also subjective.

It is both true and false. As I said earlier, it's True because it is True that it is False, and if it is False that it is False so therefore it's True. But, it works the other way. It's False because if it is False, that makes it True, and if it is actually True then saying it is False is False.

"Not true and not false" is incorrect because it has the characteristics of both.

The only thing that makes this question "hard" is that we are prejudiced to think in binary logic. We all know that the world isn't black or white, but binary logic refuses to accept anything other than "true" or "false." Binary logic is extremely useful because it forces one to make clear statements and refine arguments, but in certain special cases it's good to remember that binary logic isn't the absolute schnitz.

Binary logic:
1. True (and only true)
2. False (and only false)

Four point logic:
1. True (and only true)
2. False (and only false)
3. True and false (but not not-true and not not-false)
4. Not-true and not-false (but not true and not false)
5. Other possibilities not accounted for in the above
