Justice would have been a well maintained place to live, and a police system and training policy that didn't put a rookie cop in a situation where he could make that sort of mistake.

If a citizen accidently shoots somebody they go to jail. Police officers are held to a higher standard than the citizen and are trained to be proficient with a handgun. Still don't understand the travesty here other than the killing of an unarmed man.
