Actually the presentation said to REACH 90%, not that the reading level of 90% is that on average. Basically it's saying "this is the lowest common denominator".

Uhm, you do realize that people can understand something at a reading level below their own, right? A Third Grade reading level is Lowest Common Denominator to hit 90% of the population, according to that source.

        And Truly?

What broke our discourse down in this country? Why is everything so partisan?

The reality is, people are making decisions off of completely different sets of "Facts". Did Obama call the attack on our embassies an act of Terrorism^(TM)? Did Anne Romney say that she "likes it when single mothers have to work several jobs to get by"? Are we a "Christian Nation" in any sense? Is Obama a Kenyan/Muslim/Socialist/Manchurian Candidate out to destroy America?

We have completely different sets of "Facts" presented by different media organizations to support differing agendas. No, I'm not just talking about the Fox News / Clear Channel Conservative Talk Radio combo, but I am including them. Arent different shows on these varying networks banned in other countries for outright Lying to us?

Jon Stewart, although at times part of the skew, did a wonderful job of documenting and displaying how the Tea Party fed off of Fox News broadcasting outright lies. MS-NBC does similar work for the Democratic Party as Fox does with Republicans, just less... blatantly so; on occasion, Fox News pundits will gleefully point out incidents of this. CNN cowtows to whomever is in the white house, even if they pick their pony in races without an incumbent.

ABC, NBC, CBS, and so on each have their own biases coming out in what they cover - its just harder for me to reach such documentation thereof. And you can't tell me that NPR doesn't get defensive when a Republican says their funding is a drain on the government's budget.

When did this start? What changed? Why why why?

The Fairness Doctrine and Equal Time rules used to help avoid this nonsense:

We need penalties for outright, demonstrable lies in mainstream mass media. Plain and simple. Can the old laws help? They're a start, but they are woefully out of date. The only place where they can apply is Radio, where we still have limited channels, and no true public access about it (except maybe through a dwindling number of smaller college radio stations).

And at what point do we have to go Trust-Busting? Newscorp owns what percentage of our newspapers and radio stations? Both by count of institutions, and by percentage of the national audience - so we get a clear picture of hte issue. We are at a near monopoly.

So yeah... if you wanna fix anything, one good place to start would be with reform of the media.

Oh. I didn't even see the link. I was just scanning, and I saw your statement that "If you want to reach 90% of the adult US population, you need to speak on a 3rd grade reading level."

My statement would probably apply more to the OP. I think politicians know we aren't all so gullible, but even a small margin of morons can help to give them a victory.

Are American voters brain dead? Probably only about 50% of them.

Not wanting to take part in any debate, particularly statistical $#!t OR politics, just now, I still have to say, omit the word voters and I'd venture to estimate well over 50%... more like 70%. Not exactly "brain dead", or even remotely in the sense of Terri Schiavo, but oblivious to the world around them, unaware of what's happening to them, and completely out of touch with what they are really doing.

In fact, I think that guessing at only 70% might be entirely too optimistic.

No matter how well educated people are, no matter how careful or thoughtful humans may ever become, you want to remember that around 50% will always be below average.

There's really no way around that, unless you want to change the definition of "average."
Every moment of a life is a horrible tragedy, a slapstick comedy, dark nihilism, golden illumination, or nothing at all; depending on how we write the story we tell ourselves.

Even "average" is misleading. It is entirely possible to have not one single person in that average range. With a great many people below that median it only takes a few to be far above it for the median, the average, to work out to where it is. Sadly, that could mean that far more than 50% are below that 'average' line.
