    I wonder, did the early roman call the people living outside the cities call them pagans or did that happen later?
    They called them heathens, as in, people who lived on the heath - like christians.

    Exactly - a type of ex-burbian shelf primarily consisting of non natural scrubland as a consequence of failed development.
