The fact that she did cocaine while pregnant speaks volumes. She knew that it could affect the baby, yet she did it.
The other stuff, that was bad, but she didn't purposely cause it to happen. Since the link between the cocaine and the death cannot be proven, the only thing left is to charge with reckless endangerment, and maybe exposing an infant to hard drugs. As to what degree, I'm tempted to say highest degree, just because snorting cocaine while pregnant is pretty stupid and asinine anyway.
Edit: One can argue that it's within her right to abort the baby, but she was intending on keeping it. So it must be treated as reckless endangerment and such.
